【 摘 要 】
This book provides a much needed look atthe impact of climate change on the poor. It convincinglydemonstrates that issues of poverty and livelihoods must beintegrated into climate change policies to help achievesustainable development gains. The high incidence of naturaldisasters, growing urbanization, and increased waterscarcity combined with the acute impact of these phenomenaon the poor and vulnerable complicates the already enormouschallenge of reducing poverty and inequality in LatinAmerica and the Caribbean. This publication lays bare thesocial implications of climate change and equips the readerwith a framework for understanding how climate change andclimate variability affect livelihoods, poverty, income,health, and migration. These scenarios call for greaterefforts to incorporate poverty, livelihood, and socialconsiderations into climate change adaptation and mitigationpolicies. Purposefully targeted policies and investments cansupport economic growth and poverty reduction efforts andhelp achieve sustainable development goals. In other words,good climate change adaptation policies can also be gooddevelopment policies. This book will change the way theauthor think about the relationship between poverty, socialdevelopment, and climate change. It provides climate-smartpolicy options to help reduce vulnerability, protectlivelihoods, and build communities that are resilient tochanging climate conditions.
