Republic of Burundi - Public Expenditure Management and Financial Accountability Review (PEMFAR) : Improving Allocative Efficiency and Governance of Public Expenditure and Investing in Public Capital to Accelerate Growth and Reduce Poverty
This report addresses key issues onmacroeconomic stability, efficient allocation of publicexpenditures, public sector staffing, and public financemanagement. The fiscal sustainability analysis carried outfor this report indicates that serious adjustments will beneeded to improve Burundi's fiscal stance; reforms thatare complicated by the challenges of rebuilding thecountry's social and physical infrastructure afteryears of conflict. The report also examines the measuresnecessary to establish a sound public expenditure managementsystem aimed at promoting fiscal discipline and theefficient and effective operational performance of thepublic sector to ensure appropriate allocation of resourcesbased on agreed strategic priorities, with particularattention to key economic and social sectors (education,health, and infrastructure). The report also identifiesconstraints to effective implementation of Public FinanceManagement (PFM) reforms and defines the elements of a shortand medium-term action plan to overcome these constraints.The action plan matrix, prepared in close cooperation withrelevant Government departments and other stakeholdersoperating in Burundi, proposes a set of concreterecommendations for public spending reallocations andpriority reform measures.
