【 摘 要 】
This policy note is designed to supportthe development of the health financing strategy inTanzania. It is directed at decision makers in the areas ofhealth and social policy as well as the Ministry of Finance,which will play a crucial role in integrating the financialimplications of this note into the overall fiscal situationin Tanzania. It is also hoped that this note will stimulatedebate among interested stakeholders on the best fundingmodalities for health and the most appropriate ways tointegrate those modalities. On the basis of the data andoptions described in this policy note, the World Bank willwork with authorities and other interested stakeholders todevelop a financing program to support the needed reforms inthese sectors. This policy note provides backgroundinformation, cross-country examples, and policy options,which can all be incorporated into the development of acomprehensive health financing strategy. It also provides aframework for looking at the various elements of the healthfinancing system, and it explores the financial, economic,and health system implications of a number of the options.
