This report summarizes the findings of astudy undertaken by the World Bank at the request of theGovernment of Rwanda. The study had three main objectives:(i) Validate the argument that agriculture has potential tobecome a leading engine of pro-poor growth in Rwanda andidentify potential sources of rapid and sustainable growthwithin the agricultural sector; (ii) identify key actionsthat will be needed to unlock these sources of agriculturalgrowth, and describe actions in other sectors that will beneeded to support the successful implementation of thegovernment's agricultural policy agenda; and (iii)confirm the congruence between the priority actions neededto stimulate increased agricultural growth and the policyreforms, institutional changes, and supporting investmentsenvisioned under the Plan Strategique de TransformationAgricole (PSTA). This report consists of five sections, ofwhich the introduction is the first. Section 2 describes theimportance of agriculture in the economy of Rwanda andanalyzes recent trends in the performance of theagricultural sector. Section 3 discusses possible futuredrivers of growth, considering both the demand and thesupply side. Section 4 presents the results of a modelingexercise that explores the likely future impacts ofalternative growth strategies on incomes, poverty, foreignexchange earnings, and food security. Section 5 concludes bydiscussing key actions within the agricultural sector thatwill be needed to stimulate sustainable pro-poor growth.
