The study underlines thegovernment's strategic role in promoting proactive gasdevelopment schemes, and the drive for change in gas flaringreduction, for better use of Nigeria's gas resources.It is an analysis and integration of independent proposalsfrom international oil companies to the Government ofNigeria for gas utilization projects. The elements andpolicy framework are evaluated, so as to formulate aconsolidated development plan for the country's gasresources, through a series of viable projects. It coversthe basic elements of gas supply, the uses for gas, thesequence involved in gas planning evaluations, thebackground issues for gas planning - for Nigeria, and thedevelopment of a Stage I Gas Management Model.
