The report provides detailed informationon the geographical distribution of poverty andvulnerability throughout the country - i.e. regions,provinces and communes. The information presented isessential to understand poverty at the local level, and toaddress it with appropriate sectoral or cross-sectoralstrategies. Further, when local poverty rates are analyzedalongside public expenditure data, an initial assessment fortargeting performance of government social programs in ruraland urban areas, is possible. The analysis finds that socialprograms generally are well targeted to the poor zones inrural areas, but not so in urban areas. The report alsodiscusses the importance of identifying the distributionalimpacts of growth enhancing reforms, so that socialprotection policies for the poor and vulnerable can bedesigned to accompany the implementation of the reforms. Thereport examines in depth one important policy issue -de-protection of cereals -- and sheds light on the householdimpact of de-protection, with particular focus on the poorand vulnerable. By identifying which specific income groupsand in which regions will be mostly hurt by the reforms inthe short term, it will be possible to design appropriatesocial protection for vulnerable groups, and thereby supportthe agricultural reform process.
