A business incubator can play animportant role in developing and supporting startupcompanies, and has the potential to stimulate local andregional economies. Incubation is a continuous relationshipbetween the incubator and the early-stage entrepreneur, withgraduation as the target and occurring when the early-stagecompany has reached sufficient maturity. Through theincubation process, the support provided by the incubatorevolves along with the development needs of the business.Business incubation can be a valuable tool for stimulatingthe startup and growth of new enterprises. Successfulincubators accelerate the growth of the clients'businesses as compared to new or small businesses operatingindependently. This assessment aims to provide furtherinsights on the outcomes of business incubation for theenterprises directly served by the incubators, as well asfor the broader socio-economic environment the businessincubators operate in. This study assesses nine businessincubators in eight countries across the Eastern Europe andCentral Asia (ECA) region, namely Armenia, Belarus,Kazakhstan, Poland, Romania, the Russian Federation, Serbia,and Turkey. These countries were selected to obtainrepresentation from the various sub-regions of ECA. Thestudy concludes that the incubators studied have generallybeen effective in fostering entrepreneurship and innovationin their local contexts.
