【 摘 要 】

The first paper of this section(Durand-Laserve) documents how increasing pressures on urbanland and the 'commodification' of shelter andsettlement has increased 'market evictions' offamilies holding intermediate tide to property, althoughinternational declarations and pressures have contributed toreducing 'forced evictions.' The second paper(Mooya and Cloete) uses the tools of the New InstitutionalEconomics to analyze the argument in Hernando DeSoto'spath-breaking book, The Mystery of Capital, that full legaltide is the key to turning 'dead capital' in theform of informal property held by many low-income familiesinto an economic asset and to detonating broad-basedeconomic growth. The paper concludes that intermediate formsof tenure can have the virtues of full legal tide ifproperly constructed, and then examines the case of Namibiain this context. The third paper (Fernandes) documents andassesses the recent efforts of the Brazilian federalMinistry of Cities to develop a comprehensive approach forregularizing title throughout that country. In the fourthpaper, Abramo gives a structural and theoretical over-viewof informal settlement in Brazil. The fifth paper (Rakodi)looks at traditional land delivery systems in fivemedium-sized Sub-Saharan African cities, and concludes thatpolicies and programs can build on their strengths.
