【 摘 要 】

A series of global initiatives have beenlaunched over the last decade by the international communityto accelerate progress toward meeting the MillenniumDevelopment Goals. These initiatives entailed commitments toprovide more aid and efforts to strengthen aideffectiveness. They culminated in the Paris Declaration of2005, which formalized five principles of aid effectiveness.This evaluation addresses Bank efforts in advancing two ofthe Paris Declaration principles harmonization and alignment(H and A). These are the key tenets of donor coordinationfalling primarily under the responsibility of donors(including the Bank) and have been considered central tostrengthening aid effectiveness. This evaluation comes onthe run-up to the fourth high-level forum on aideffectiveness, which will be held in Busan, Korea, at theend of November. By focusing on the World Bank'seffectiveness in donor H and A and identifying steps toimprove the Bank's effectiveness, this work complementsthe evaluation of the implementation of the Parisdeclaration at the country level that was recently completedunder the auspices of the Organization for EconomicCo-operation and Development. Finally, IndependentEvaluation Group (IEG) derives findings on the factors thatare important for promoting H and A. The evaluation does notaddress the impact of H and A on development outcomes acausal assumption of the Paris declaration because of thegreat problems of attribution.
