Assessment of the Private Health Sector in the Republic of Congo

【 摘 要 】

The private health sector was officiallyrecognized in the Republic of Congo over 20 years ago June6, 1988, establishing the conditions for the independentpractice of medicine and the medical-related andpharmaceutical professions. The Congolese governmentrecently expressed its commitment to working with theprivate health sector in order to strengthen the healthsystem, improve the health of the population and preservethe basic human right to a healthy life through the NationalHealth Care Policy, which it adopted in 2003, the 2007-2011National Health Development Plan and the 2010 Health CareServices Development Program. Throughout these variousdocuments there is an acknowledgement that the lack ofcoordination with the private health sector is a weakness ofthe health system. Nevertheless, the scarcity of informationabout the private sector in policy and planning documentssuggests that the government's engagement with theprivate health sector is limited. There is no officialgovernment policy on the private health sector, orstrategies or working plans to encourage cooperation betweenthe public and private sectors. The objective of thisassessment was to better determine the role, position, andimportance of the private sector within the health system,in order to identify the limitations to its development aswell as ways it can be integrated into the efforts to meetthe objectives of the Plan national de developpementsanitaire (PNDS) [National Health Development Plan]. TheWorld Bank Group contracted with the Results for DevelopmentInstitute (R4D, United States) and Health Research forAction (HERA, Belgium) as well as with a team of localconsultants, to conduct a 'study of the private healthsector in the Republic of Congo.' This study wasconducted in close collaboration with the Ministry of Healthand Population (MSP), which arranged and oversaw a steeringcommittee consisting of actors from the public and privatesectors to facilitate and guide the study. The goal of thestudy and the workshops was a concrete plan of action forthe health sector that could be used by the Congolesegovernment, the private sector in the Republic of Congo, andinternational development partners. Certain aspects of theaction plan should be included in the work programs of theProgramme de developpement des services de sante (PDSS)[Health System Development Project] for the years 2011-2013.
