Experiencing both recurrent small-scaleevents as well as devastating large-scale catastrophes, noother region in the world is affected by disasters as isEast Asia and the Pacific. In the last decade, Ho Chi MinhCity, Jakarta, Manila, and many other cities have beenrepeatedly hit by floods. In the last five years, Asia hasexperienced a large share of wide-scale naturalcatastrophes, including earthquakes in the Tohoku region in2011, Padang in 2009, and Wenchuan in 2008; typhoons in 2009in the Lao People's Democratic Republic, thePhilippines, and Vietnam; a cyclone in Myanmar in 2008; andlarge-scale floods in 2011 in Cambodia, Thailand, and thePhilippines. The year 2011 was the costliest year on recordfor natural disasters with cascading effects (Japan) andtrans-boundary consequences (Thailand), adding up to US$380billion in economic losses, almost doubling the 2005 recordof US$262 billion. In the first nine months in 2011, EastAsia sustained about 80 percent of all disaster lossesworldwide. The executive summary provides a brief overviewof the key issues, strategic goals, and recommendations forDRM in East Asia and the Pacific. Chapter one gives anoverview of the key trends related to disaster impacts inthe region. Chapter two focuses on cross-sectoral issues ofinstitutional arrangements for DRM and outreach tocommunities. Chapter's three to seven follow the coreareas of DRM: risk identification, risk reduction, emergencypreparedness, financial protection, and sustainable recoveryand reconstruction. The appendixes include additionalinformation related to specific sections of the report, aglossary of key terminology, and a summary of the mainactivities of the World Bank East Asia and the Pacificdisaster risk management team.
