This Port Reform Toolkit, consisting ofeight modules, presents background information, concreteexamples, and specific tools and methods that publicofficials can use to make effective, sustainable reforms ofpublic institutions that provide port services in developingcountries. In particular it focuses on understanding theneeds, challenges and risks for sector reform; choosingamong options for private sector participation and analyzingtheir implications; preparing legislation, contracts andinstitutional charters to govern private sectorparticipation; managing the transition to increased privatesector involvement. The Toolkit presents "bestinternational practices" in a manner that is relevantto decision-makers.The Toolkit is designed to be easilyunderstood by non-specialists.Thus, it attempts to makegeneral points with concrete examples.It is illustratedwith experience drawn from recent port reform activitiesaround the world.
