【 摘 要 】

This series was created in 2003 topromote debate, disseminate information and analysis, andconvey the excitement and complexity of the most topicalissues in economic and social development in Latin Americaand the Caribbean. This volume aims to move the debateforward by: 1) developing a common policy framework for theregion's Social Protection (SP) system as a whole,including health insurance; 2) providing guidelines on waysto extend coverage through rationalizing financingmechanisms and the design of redistributive arrangements;and 3) making the case for improved coordination of policiesand programs. Building on careful, detailed analysis of awealth of data on social protection programs across LatinAmerica and the Caribbean, this book addresses thesechallenges in a thorough yet accessible manner. Although theanalysis is comprehensive, the authors focus primarily onthree fundamental questions that must be faced by any effortto strengthen social protection in the region: how canprograms protect the most vulnerable without promotinginformality and dampening incentives to work and save? Howcan programs ensure that scarce public resources are usedfor subsidies that are transparent, fair, and effective-andnot for badly targeted and regressive benefits for formalsector workers? Finally, how can programs reinforce humancapital development so that the more mobile workers that theregion needs are able to insure themselves through savingsor risk-pooling arrangements, thus reducing vulnerabilityand the need for subsidies?
