【 摘 要 】
Scaling up renewable energy, such aswind and solar, goes hand-in-hand with the expansion oftransmission infrastructure. The richest solar and windrenewable energy sites are often located far away fromconsumption centers or existing transmission networks.Unlike fossil fuel-based power sources, renewable energysources are greatly site-constrained and, for this reason,transmission networks need to be expanded to reach therenewable energy sites. Delivering transmission is achallenge, given the dispersion and granularity of renewablesources. Tapping a few hundred megawatts of renewable energysources, such as wind and solar power, will likely requiredelivering transmission to several sites. Furthermore,transmission is also required to smooth out the variabilityof new renewable sources in a large geographical area. Forthese reasons, countries' renewable energy scale-upefforts are being challenged by the need for timely andefficient delivery of transmission networks. The objectiveof this report is to present emerging lessons andrecommendations on approaches to efficiently and effectivelyexpand transmission networks for renewable energy scale-up.The report focuses on the planning and regulatory aspects oftransmission expansion that are relevant to transmissionutilities and electricity regulators.
