The public financial management (PFM)performance assessment in Mali covered all centralgovernment revenues and expenditures and the institutionsresponsible for their management. This means that theassessment covered central government ministries andinstitutions, along with their de concentrated units in theregions (governors' staff); and autonomous governmentagencies, of which there were 82 at the time of theassessment. The report consists of: a brief review ofMali's economic situation and the legal andinstitutional framework for public financial management(section two); a description of the background and thescores attributed to each PEFA performance indicator(section three); and a summary of the Government'sreform program and the institutional factors that are likelyto impact planning and implementation of reforms (section four).
