Pakistan s population is growing andbecoming more urbanized. By 2020, Karachi and Lahore willeach have a population of well over 10 million people andseveral other cities will have a population of at least onemillion. These trends offer both risks and opportunities.Badly managed urban centers with poor services and slimopportunity for gainful employment could become centers ofdiscontent and social conflict. Alternatively, properlymanaged and well-connected cities can help firms become morecompetitive, and with the right set of policies, promoteindustrialization and life-changing employmentopportunities. In order to capitalize on theseopportunities, Pakistan will need to take decisive steps todeepen the pool of skills, strengthen the commercialenvironment, upgrade infrastructure, diversify production,and climb up the technology ladder. Revitalizing IndustrialGrowth in Pakistan: Trade, Infrastructure, and EnvironmentalPerformance addresses ways in which Pakistan can revitalizeits manufacturing by reducing the cost of doing business,improving the investment climate, and strengtheninginstitutions to facilitate the flow of people, goods, andideas and thus stimulate medium-term growth and jobcreation. Such revitalization is sorely needed to place thecountry on a sustained path of high economic growth. Theauthors lay out priorities and strategies forgreening Pakistan s industrial growth and provide a comprehensiveanalysis of issues in the debate on this strategy. Theyexamine the ways in which Pakistan can encourage and assistits private sector to fill the void in low-skilledlabor-intensive manufacturing left by other economies and doso while creating and distributing new wealth. To increasethe chances of success, appropriate actions will need tocome from different actors in government, the privatesector, and civil society. This book will be of interest togovernment officials and academic researchers working in thefields of industry, the environment, and energy, as well asto the general public.
