【 摘 要 】
This report summarizes the past 10 years(1998-2008) of World Bank engagement at the state level infour selected large federal countries: Brazil, India,Nigeria, and the Russian Federation. The report identifieslessons and good practice examples that warrant furtherexamination and wider dissemination. First, the studyconfirms the desirability of continued selective lending ina few focus states. The Bank's engagement withprogressive, reformist states has added value and has beenhighly appreciated, but to enhance the poverty impact ofstate-level interventions, greater weight should be given tothe needs of the poorest states by balancing states'propensity to reform and the concentration of poverty withinthem. Experience shows that it has been possible to achieveresults in some of the poorer, low-capacity states throughpersistent work with committed state counterparts andpartnerships with other donors. Second, continued focus onpublic finance management appears sound, irrespective ofwhether engagement is confined to this area or serves as anentry point for broader engagement. Third, there isconsiderable scope for greater impact from knowledgetransfer and expanded knowledge services.
