【 摘 要 】
The aim of this publication is toexamine how labor and health economics can be used toanalyze and better understand the role and functions ofhealth worker labor markets. Health workforce shortages stemnot only from inadequate overall supply, but also fromsuboptimal allocation of health human resources by locationand role. Low performance and productivity are also issues.These three problems are often compounded by a resourceproblem - the gap between the finances required for anadequate workforce and those likely available. Theapplication of labor economics to health care labor marketsneeds to account for the specific institutional features andmarket failures in health care. The document is organized asfollows: first section gives introduction, the secondsection sets out a broad framework that needs to be usedwhen examining health care labor markets. The third sectionsummarizes the key issues surrounding the demand and supplyof health workers and how these interact in the healthworker labor market. The fourth section summarizes the broadanalytical approaches used in economics, focusing on issuesof causality and labor market dynamics. The final sectionsuggests some gaps in research and analysis for healthworker labor markets in low- and middle-income countries (LMICs).
