The Human Immunodeficiency Virus(HIV)/Acquired Immune Deficiency Syndrome (AIDS) pandemicburdens Sub-Saharan Africa (SSA) and continues to constrainits social and economic advancement. Joint United NationsProgram on HIV/AIDS (UNAIDS) has estimated that in southernAfrica alone, 930,000 adults and children died of AIDS in2005. This represents about one-third of AIDS deathsrecorded globally that year. In addition, about 12 millionchildren below the age of 17 in SSA are estimated to havelost one or both parents to AIDS. Africa Technical TransportSector Unit (AFTTR) has made progress in mainstreamingHIV/AIDS in its portfolio. However, there is still more workahead in ensuring that all projects are mainstreamed asneeded. In this context, the transport sector board needs tocontinue supporting such future mainstreaming efforts byestablishing a sector board strategy for HIV/AIDS activitieson Bank-financed transport projects. The diverse nature oftransportation activities implies that mainstreaming is bothchallenging and urgent. In 2000, the Africa transport teamgave high priority to its contribution to the campaignagainst the HIV/AIDS pandemic and pledged to mainstreamHIV/AIDS actions in the Bank's lending operations andat country level in the transport sector. The transportsector contributed significantly through integrating simpleactivities into its operations (such as HIV/AIDS contractclauses into bidding documents for road construction siteworkers). Similarly, the Bank financed a first-roundworkshop to prepare HIV/AIDS prevention policy in theworkplace for Ministry employees. Its main objective is todevelop and implement highly focused preventioninterventions to reduce HIV/AIDS prevalence and slow downthe spread of the disease in the transport sector. Thisdocument is subdivided in four sections. The first sectiongives background information on the transport sector andHIV/AIDS. The second section describes the Bank'stransport sector activities, with particular focus on theAfrica region and its achievements regarding HIV/AIDS. Thethird section presents the process and the results of theassessment of the Africa transport sector portfolio forHIV/AIDS mainstreaming. The fourth section enumerates thelessons learned as well as the recommendations made to theWorld Bank's Transport Sector Board and to stakeholdersin the client countries.
