【 摘 要 】
Afghanistan will experience a majorsecurity and development transition over the next threeyears. At the Kabul and Lisbon Conferences in 2010, theNorth Atlantic treaty organization and the Afghan governmentagreed that full responsibility for security would be handedover to the Afghan National Security Forces by the end of2014. The country now faces the prospects of a drawdown ofmost international military forces over the coming severalyears, and an expected accompanying decline in civilian aidas international attention shifts elsewhere and aid budgetsin many organization for economic cooperation anddevelopment countries come under increasing fiscal pressure.The decline in external assistance will have widespreadramifications for Afghanistan's political and economiclandscape well beyond 2014. Ensuring the delivery ofservices to the Afghan people requires delegating moreresponsibilities to the provincial level. Only a tinyfraction of the Operation and Maintenance (O&M) budgetgets outside the line ministries in Kabul. An importantpriority moving forward will be enhancing the capacity ofprovincial offices to participate in budget formulation andkey spending ministries to execute their budgetssubnationally. Without this, the government may findabsorbing a greater proportion of aid on budget anddelivering results to its people difficult.
