Since 1999, Nigeria has made significantprogress in economic reform. Sound macroeconomic policies,combined with structural reforms aimed at increasing thesupply responsiveness of the economy, ushered in sustainedhigh growth, driven by the non-oil economy. The goal of thisbook is to shed light on the extent to which Nigeria'smuch improved economic performance has impacted the labormarket, and to develop a growth strategy that could enhancethe employment intensity of growth. The report consists ofsix chapters. Chapter one provides an overview of thebook's main findings, reviews Nigeria's growthperformance from 2001 to 2007, and addresses the question ofthe sustainability of that growth performance. Chapter twoanalyzes the evolution of the labor market since 1999. Theanalysis focuses on the share of the formal and informalsectors in employment; the development of incomes; and theunemployment rate. Chapter three addresses the question ofwhat Nigeria could do to increase the availability ofquality jobs and reduce rising youth unemployment. Chaptersfour discusses Nigeria's policy and investmentenvironment. Chapter five proposes strategies for skillsdevelopment; and Chapter six analyzes the effects ofrestrictive trade policies.
