A critical objective of Egypt'slong-run development plan (through 2022), is the"alleviation of poverty and attenuation of incomedisparities." Contributing to the refinement of astrategy to meet this objective, is the main goal of thisreport. The approach outlined in this report uses threedistinct lenses to arrive at an appropriately focused set ofpriorities: Quantitative evidence: strategic priorities arederived as much as possible from empirical evidence on thenature, and dimensions of poverty in Egypt; 2) Link withongoing programs: the strategy builds on the existingprograms, and policies of the Government of Egypt,suggesting modifications where warranted by the lessons ofexperience from ongoing efforts; and, 3) Direct impact: thestrategy tries to identify measures that have a directimpact on the poor, as opposed to those that are aimed atraising the living standards of the general population, orfixing the problems more generally of a given sector (suchas education or health). Thus, the poverty reductionstrategy articulated in this report is built around thethree pillars of growth, education and social safety nets.
