Unemployment, especially youthunemployment, is a serious problem for the Republic ofCongo. Despite the economic recovery and politicalstabilization in the last decade, insufficient employmenthas been created, leading to high unemployment rates,especially for the young population in urban areas. Thissituation of jobless growth has been caused by a number offactors, including the dominance of the public sector in thepast, the limited activity of the private sector, theundiversified economy, a mismatch between the skillsrequired by employers and those offered by job seekers and aregulatory and institutional environment that is not fullysupportive of employment creation. Action needs to be takennow to promote inclusive growth in the non-oil sectors andcreate sufficient employment opportunities. It is essentialto remove the major obstacles to non-oil growth andemployment creation. This employment and growth study seeksto provide recommendations to address the main challengesregarding non-oil growth and employment creation. Theresults of the study will help to inform government policy,especially in the context of the new PRSP that is currentlybeing elaborated and the National Employment Policy that isunder preparation. Based on extensive analytical work,actions are recommended to improve labor demand, laborsupply and the regulatory and institutional framework.
