【 摘 要 】
This study is a product of the AfricaInfrastructure Country Diagnostic (AICD), a project designedto expand the world's knowledge of physicalinfrastructure in Africa. The AICD provides a baselineagainst which future improvements in infrastructure servicescan be measured, making it possible to monitor the resultsachieved from donor support. It also offers a more solidempirical foundation for prioritizing investments anddesigning policy reforms in the infrastructure sectors inAfrica. The book draws upon a number of background papersthat were prepared by World Bank staff and consultants,under the auspices of the AICD. The main findings weresynthesized in a flagship report titled Africa'sinfrastructure: A time for transformation, published inNovember 2009. Meant for policy makers, that reportnecessarily focused on the high-level conclusions. Itattracted widespread media coverage feeding directly intodiscussions at the 2009 African union commission heads ofstate summit on infrastructure.
