【 摘 要 】
Examining innovative ways to addressAfrica's infrastructure deficit is at the heart of thisanalysis. Africa's infrastructure stock and quality isamong the least developed in the world, a challenge thatsignificantly hinders economic development. The study isstructured around the most inhibiting constraints todeveloping PPPs, as shared by all six countries. Section oneprovides a brief background of the infrastructure needs inthe sample countries and outlines the current scope ofPublic-Private Partnership (PPP) transactions; section twoexamines the sources of financing for PPPs domestic andforeign with a particular focus on domestic sources; sectionthree explores the supporting legislative, regulatory, andinstitutional environment for PPPs; section four addressesissues connected with the importance of developing a soundpipeline of PPP projects; and section five tackles theimportance of managing the increased government fiscalcommitments that are commonly coupled with PPPs. Section sixoutlines medium-term options for PPP financing. Finally,section seven puts forth policy recommendations intended toassist in overcoming the challenges in building privatesector confidence in the Sub-Saharan Africa (SSA)infrastructure market in order to attract greater levels offinancing for private sector investment in coreinfrastructure services through PPPs.
