【 摘 要 】

These report overviews recentdevelopments in the consumption and production of bioenergy. It examines the main issues and possible economicimplications of these developments and assesses theirpotential impact on land use and the environment, especiallywith respect to forests. The report examines both solidbiomass and liquid biofuels, identifying opportunities andchallenges at the regional and country levels. Thedevelopment of bioenergy presents both opportunities andchallenges for economic development and the environment. Itis likely to have significant impacts on the forest sector, directly, through the use of wood for energy production, andindirectly, as a result of changes in land use. The impactof bioenergy on poverty alleviation in developing countrieswill depend on the opportunities for agriculturaldevelopment, including income and employment generation, thepotential to increase poor peoples' access to improvedtypes of bioenergy; and the effects on energy and foodprices. Five main messages emerge from this report: solidbiomass will continue to be a principal source of energy;developments in bioenergy will have major implications forland use; tradeoffs, including those related to poverty, equity, and the environment, must be evaluated when choosinga bioenergy system; there is considerable potential formaking greater use of forestry and timber waste as abioenergy feedstock; and the climate benefits of bioenergydevelopment are uncertain and highly location and feedstock specific.
