Procurement is a key step in the process of gettingthe best value for the people's peso. The processinvolves announcing or advertising what the governmentneeds, inviting qualified parties or individuals to offertheir bids, evaluating those bids, awarding contracts to thechosen bidders, monitoring their delivery and performance,paying them and recording the results of the whole processfor others to see. It also involves making sure that thebidding is fair and transparent to all, and that anyone witha legitimate complaint can be given speedy justice.
