【 摘 要 】

Education is improving in Brazil. Theaverage years of education has almost doubled over the last20 years, as has the proportion of adults who have completedsecondary school. Brazil's high school students haveimproved consistently in math and language performance overthe last decade. These gains stem from the federalgovernment's priority attention to education throughboth reforms and resources over the past 15 years. Theprogress laid out in this book is impressive andpraiseworthy, but Brazil still trails its competitors inseveral of the ways that matter most. Student learning,while improving, still lags far behind wealthier nations.Many secondary schools lose the majority of their studentswell before graduation. Teachers are drawn from among thelowest achievers and have few performance incentives, and itshows in how class time is used. This important bookexplores not only the basis for Brazil's progress, butalso what it must do to bridge the remaining quality gap toa first-rate education for its children. It providesdetailed recommendations for strengthening the performanceof teachers, supporting children's early development,and reforming secondary education. In Brazil's highlydecentralized basic education system, each level ofgovernment has an integral role to play.
