The damage and needsassessment (DNA) also estimates the related economicimplications and indirect losses incurred due to wide scaleflood damages in Sindh and Balochistan, and the associatedearly recovery and reconstruction costs, based on certainguiding principles and strategies for the short and mediumto long-term reconstruction and recovery phases. Theassessment reviewed the capacity of the various sectorinstitutions to undertake the reconstruction activity andhas made recommendations for capacity improvementaccordingly. It also provides basic information on the sizeand length of the early recovery plan required for eachsector for the best possible integration of the relief,early recovery and reconstruction phases. three years. Ifthe different steps of reconstruction get delayed, thecorresponding costs are expected to change/increase.Therefore, it is critical that the government should startplanning the reconstruction as soon as possible so thatimmediate and short term phases can be implemented withoutdelay.
