【 摘 要 】

The study is the first-ever PublicExpenditure and Institutional Review (PEIR) on Bulgaria bythe World Bank. It outlines public expenditure issues, andpolicy directions to improve the efficiency, andeffectiveness of public expenditures in the country. To thisend, it assesses fiscal sustainability, and analyzes thepublic expenditures, and their institutional framework.Bulgaria has made substantial progress toward long-termmacroeconomic stability, but important challenges remain inthe five sectors analyzed - education, health, socialprotection, the state railways, and energy sectors. It alsoanalyses the institutional challenges in public expenditure management.
