In view of the escalating globalproblems associated with the environment, energy, andnatural resources, especially the increasing sign of globalclimate change, wind power is receiving more and morehigh-level attention on a global scale, and it has reached arapid rate of development as a result of the combinedefforts of various countries. The world's installedcapacity of wind power has already surpassed 100 GW, andwind power has become an essential part of the world'senergy structure. This publication comprises three mainparts: i) part A contains the key messages emerging from theresearch and analytical work undertaken by Garrad Hassan andPartners Limited, the team of Chinese experts led by thenational energy administration, and staff and consultants ofthe World Bank; ii) part B comprises the Garrad Hassan andPartners Limited study, 'implementation guidance foroffshore and large-scale onshore wind power development inChina,' and its annexes; and iii) part C focuses on theworkshop on offshore and intertidal wind power developmentin China, which was held in Beijing in January 2009, and itincludes technical notes on three main issues discussedduring the workshop, remarks by senior officials from theGovernment of China, and the presentation by the World Bankduring the event.
