【 摘 要 】

This report's objective is todevelop the evidence base for policy making in relation topoverty reduction. It produces a diagnosis of the broadnature of the poverty problem and its trends in India,focusing on both consumption poverty and human developmentoutcomes. It also includes attention in greater depth tothree pathways important to inclusive growth and povertyreduction harnessing the potential of urban growth tostimulate rural-based poverty reduction, ruraldiversification away from agriculture, and tackling socialexclusion. This report shows that urban growth, which hasincreasingly outpaced growth in rural areas, has helped toreduce poverty for urban residents directly. In addition,evidence appears of a much stronger link from urban economicgrowth to rural poverty reduction. Stronger links with ruralpoverty are due to a more integrated economy. Urban areasare a demand hub for rural producers, as well as a source ofemployment for the rural labor force. They are aiding thetransformation of the rural economy out of agriculture. Inurban areas, it is small and medium-size towns, rather thanlarge cities, that appear to demonstrate the strongesturban-rural growth links. Urban growth also stimulatesrural-urban migration. But although some increase in suchmigration has occurred over time, migration levels in Indiaremain relatively low compared to other countries.
