This book is about inventing successesand good practices of governments that are "closer tothe people." Numerous examples throughout Latin Americaindicate-often despite macroeconomic instability, highinflation, and strong top-down regulation-that subnationalactors have repeatedly achieved what their centralcounterparts preached: sound policymaking, betteradministration, better services, more participation, andsustained economic development. But what makes somegovernments change course and move toward innovation? Whattriggers experimentation and, eventually, turns ordinarypractice into good practice? The book answers some of thesequestions. It goes beyond a mere documentation of good andbest practice, which is increasingly provided throughinternational networks and Internet sites. Instead, it seeksa better understanding of the origins and fates of suchsuccesses at the micro level. The case studies andanalytical chapters seek to explain: How good practice isborn at the local level; Where innovative ideas come from;How such ideas are introduced in a new context, successfullyimplemented, and propagated locally and beyond; What donorscan do to effectively assist processes of self-induced andbottom-up change.
