Djibouti is characterized by a largeurban population. About 70 per cent of the population livesin the main town of Djibouti-Ville, 11 per cent live insecondary towns and the remainder in a rural setting,including a substantial nomadic population. The country selectrification rate is about 50 per cent. Electricité deDjibouti (EdD), the national state-owned utility, reportthat there are approximately 38,000 electricity connectionsfor the Djibouti-Ville metropolitan area. There is a totalreliance on imported oil products as the fuels forelectricity generation and the country has no hydroelectricpotential. This has implied very high costs of productionand of electricity generation in particular. Due to the highcost of electricity and high connection fees, theelectrification rate remains relatively low and mostlyavailable to the privileged, while performance of criticalsocial and commercial sectors are hampered. The World Bankappointed Parsons Brinckerhoff (PB) to undertake engineeringconsultancy services for the preparation of an electricitysector least cost master plan for Djibouti. The objectivesof the assignment are: To define the least-cost investmentprogram for the development of Djibouti s electricgeneration, transmission and distribution system for thenext 25 years, particularly taking into consideration thecountry s resources and recent economic and sectordevelopments. Particular attention and detail should begiven for the short-term forecast period (first 5 years) ofthe plan. To provide EdD and the Government of Djibouti(GoD) a comprehensive report, model and database for thefurther development of its systems and updates of the planas needed. To provide EdD and the Ministry of Energy &Natural Resources (MENR) with some basic planning capacityand tools to update some key components of the master planas needed. Volume 1 is the main report, and Volume 2consists of appendices.
