This is a guideline for World Bank taskteam leaders (TTLs) entrusted with the design and executionof assessments to determine disaster impacts as well aspost-disaster needs for recovery, reconstruction, anddisaster risk reduction or management. Assessments estimate,first, the short-term government interventions required toinitiate recovery and second, the financial requirements toachieve overall post-disaster recovery, reconstruction, anddisaster risk management or reduction. The end product ofthe assessment is a comprehensive program of recovery,reconstruction, and risk management that will guide allactions in a developing country following a disaster. Thedamage and loss assessment (DaLA) methodology usesobjective, quantitative information on the value ofdestroyed assets and temporary production losses toestimate, first, government interventions for the short termand second, post-disaster financing needs. The DaLA methodensures that the affected government, the United Nations andother international and domestic agencies jointly developproperly estimated and prioritized financial requirementsand an accompanying formula that identifies all possiblefinancial sources and modalities. In addition, theestimation of the needs can be used as a basis to monitorpost-disaster recovery and reconstruction progress. The DaLAaim at operationalizing the concepts for practitioners atgovernment agencies, the World Bank, and other national andinternational organizations, responsible for assessing theimpact of disasters, and for developing recovery andreconstruction plans. The guidance notes comprises of threevolumes: (i) guideline for TTL in the design and executionof a damage, loss, and needs assessment, (ii) conductingdamage and loss assessments after disasters, and (iii)estimation of post-disaster needs for recovery and reconstruction.
