【 摘 要 】

Poverty in Kosovo is widespread and hasremained persistent in the first half of this decade. Theevidence suggests that poverty is higher among those wholive in families that are large, have many unemployedmembers, and have low education levels. The poor are alsogeographically concentrated in rural areas and a fewregions. The main message of this report is that the slowand volatile growth was doubly disadvantageous. The firstdisadvantage was that it did not enable a significantfraction of the population to earn their way out of poverty.The second disadvantage was that by constraining thegovernment's revenue base, it made it difficult formany families to receive adequate public protection againstshocks. Therefore, to improve welfare in the future, thereport recommends a focus on generating high and sustainablegrowth by improving urban services and infrastructure andaddressing inequities in the access to secondary and highereducation for the poorest population transitioning out ofover-reliance on migration, and improving the targeting andexpansion of the social assistance program if the revenuebase of the government improves over time.
