【 摘 要 】
Do the news media especially if they arefree, plural and independent of government control have animpact on the quality of governance? To many, the answer tothat question is not only obvious, it is blindingly so. Thenews media have contributed to the improvement of governancein several countries, especially through their ability toexpose corrupt deeds and speak truth to power. The problem,however, is that as the governance reform agenda evolves inthe field of international development, the role of the newsmedia is still uncertain. Opportunities to strengthen thenews media will always depend on the situation in eachcountry, and will always depend on the interplay of forceswithin each country. In other words, the political economicrealities will always determine what can be achieved. Whatthat means is that those who want to improve media systemsin their own countries must learn to build effectivecoalitions. That is where work is really needed.Nonetheless, it is possible to do two things. First, it ispossible to bring together how the news media can contributeto good governance outcomes. Second, it is possible to drawthe necessary policy implications. This book will contributeto a greater awareness of the potential contributions ofindependent news media to governance reform efforts aroundthe world.
