【 摘 要 】

The corruption that often capturesnewspaper headlines and provokes worldwide publicdisapproval is dominated by loud 'big-timecorruption,' notably administrative and politicalcorruption at the highest government levels. In response tothis notoriety, the bulk of anti-corruption measures havebeen tailored to address this type of corruption. However,recent examinations of the level and quality of servicedelivery in developing countries, including the WorldDevelopment Report 2004, have highlighted the need to expandthe scope of the standard definition of corruption, theabuse of public office for private gain. While acknowledgingthe importance of big-time corruption in reducing fundingfor service delivery, recent research has devoted increasingattention to identifying corrupt practices downstream at thefrontline of public service provision. Given the complexityof the task, the fight against quiet corruption requirestailoring policies to country circumstances, recognizingthat priorities and responses may vary depending ondifferent country conditions. This essay outlines a researchagenda to identify interventions to address quietcorruption. Experimenting with various ways to empowerbeneficiaries and continuing the ongoing efforts to tacklebig-time corruption will go a long way toward achieving thisgoal. Indeed, although combating loud and visible forms ofcorruption is necessary, fighting quiet corruption iscritical if governments want to reduce poverty and promotesustainable growth.
