The World Bank Group's clean energyfor development investment framework action plan hasoutlined some of the key activities it intends to undertakein the area of mitigating greenhouse gas emissions andhelping client countries adapt to changes in climate. One ofthese activities focuses on an analysis of the role oflow-carbon energy technologies in climate change mitigation.This report provides an initial analysis of this issue. Thesecond chapter describes the urgency of developing newlow-carbon energy technologies based on a review of some ofthe most authoritative recent reports on climate change.Strong evidence demonstrates the need for new and improvedenergy technologies, but, as is described in the thirdchapter, current research, development, and deployment(RD&D) efforts worldwide appear too limited andslow-paced to generate new energy technologies rapidlyenough to respond to the climate change crisis. Moreover,significant barriers are limiting incentives to invest inenergy RD&D and may reduce the effectiveness of suchinvestments. These barriers are discussed in the fourthchapter. In light of these barriers and the very limitedsuccess of past attempts to overcome them, fifth chapterthen analyzes four case studies where related barriers havebeen successfully overcome and public goods have beengenerated in non-energy sectors. These case studies arepurposefully drawn from non-energy sectors to introduce newthinking to the energy sector and develop lessons learned toinform the development of novel and creative energyinnovation vehicles. The sixth chapter draws lessons fromthese case studies that speak to creative ways to approachRD&D. The seventh and the final chapter summarizesfindings and makes suggestion for follow-on work.
