【 摘 要 】
Infrastructure development has made amajor contribution to East Asia's enviable record ongrowth and poverty reduction. However, substantial newinvestments in infrastructure and service deliveryimprovements will be required to sustain progress in thefuture, and to address new challenges posed by urbanization,decentralization, and regional integration. At the sametime, questions have often been raised about the impact ofinfrastructure on the environment and local communities,about waste through corruption in public spending andprivate contracts, and about the appropriate roles of thepublic and private sectors in infrastructure financing,ownership, and management. These questions are themotivation for this study by the Asian Development Bank, theJapan Bank for International Cooperation, and the WorldBank. The three agencies support infrastructure developmentthrough project financing and guarantees, as well as byassisting governments to put in place policies to improvepublic sector performance, and to attract privateinvestment. Each agency will follow its own operationalstrategy in each country, but it is expected this newframework will enable taking a more coherent and consistentapproach. By suggesting a "new framework" forinfrastructure development in the region, Connecting EastAsia presents an approach that will help avoid costlymistakes, and allow policy makers, development partners,nongovernmental organizations, and the public and privatesectors to work together toward the successful provision ofinfrastructure. The report is organized around three mainthemes: inclusive development, coordination, andaccountability and risk management.
