【 摘 要 】
The goal of Poverty Reduction SupportCredits (PRSCs), introduced in early 2001 under World BankInterim guidelines, was to help countries implementcomprehensive, country-owned development strategies topromote growth, improve social conditions, and reducepoverty. PRSCs were intended to ease conditionality and tomake annual flows to recipient countries predictable andintegrated with their budgets. To reduce fiduciary risksassociated with budget support, PRSCs were intended tostrengthen domestic budget processes. They were seen asproviding a framework for donor harmonization and were meantto focus on achieving clearly defined results.
