【 摘 要 】

Scott Wilson was appointed by theSSATP/World Bank to undertake a technical assessment ofpilot projects implemented in Kenya and Tanzania under PhaseII of the Non-Motorized Transport [NMT] Program between 1995and 1999. This report is submitted in response to therequirements of the Terms of Reference for the assessment. It provides an overview of the various program activitiesand their strengths and weaknesses. An assessment is made ofwhether the pilot projects have contributed to achieving thelong-term objectives of the (NMT) Program. The assessment ofthe pilot projects is based on a review of the literaturethat was made available to the assessment team, andinterviews with key informants. An attempt has been made toseek independent views with minimal dependence on input fromthe NMT Consultants. However, most of the project reportswere produced by the consultants, either directly or underclose supervision. The Guidelines for Pedestrian and BicycleTraffic in African Cities, which was written by theconsultants and published by Delft University after theproject had ended, is the only comprehensive record of thevarious NMT activities. A significant proportion of theproject reports were not made available to the assessmentteam. The team was referred to the Guidelines produced bythe NMT Consultants as a comprehensive source of informationrelating to the project. However, the Guidelines wereproduced in the format of a textbook, and include fewdetails of the process followed by the project team, or thedelivery of outputs in relation to the original program ofactivities. However, what is clearly evident is that thepilotinterventions have generated a significant body oftechnical information for the planning and implementation ofNMT measures. Important lessons have been learned about howto involve users at all stages of the project cycle, andabout building capacity in local authorities. Thisinformation will be of enormous benefit to governments, local authorities, planners and engineers throughoutSub-Sahara Africa.
