New forces are at work in theagricultural sector: the growth of markets and privateentrepreneurship, the changing global demand for food andother agricultural products, the rise of multinationals, andthe expansion of integrated food chains. To realize thepotential benefits, the public sector has a crucial role toplay through policy initiatives to support agriculture,reduce poverty, and ensure broad rural development alignmentwith these forces. Building on the foundation of theAgriculture Investment Sourcebook (World Bank 2005), thisbook explores ways in which the public sector can work withthe private sector to facilitate growth, and ensureequitable benefit distribution. It describes the key policyand institutional issues involved in promoting privatesector investment in agriculture, and accelerating growth tobenefit the poor. It identifies priorities for publicinvestment in specific agricultural settings at differentstages of economic growth, and offers practical approachesfor enhancing the impact of such investment. Finally, itsummarizes lessons learned about successful support ofagricultural development, and discusses areas in whichadditional progress is required. Policymakers andinternational development organizations will findAgricultural Growth for the Poor an invaluable resource foranalyzing the prospects for agriculture in the changingglobal environment and developing an agenda for pro-poor development.
