【 摘 要 】

This publication identifies the keydrivers of Ukraine's recent trade performance, assessescurrent trade policies, and proposes recommendations tostrengthen the Ukraine's trade integration strategy. Italso identifies core bottlenecks in the ongoing integrationprocesses, including global and regional integration. Thestudy concludes that the main obstacles to furtheringUkraine's trade integration are domestic, and relate todeficiencies in the business environment. Problems incustoms administration, standardization, and administrativebarriers for new entry require immediate attention. Thereport highlights specific policy issues that hamper WorldTrade Organization (WTO) accession, such as tradelegislation, protection of intellectual property rights,government support for specific industries, and exportrestrictions. It also recommends improvements in thestructure of Ukraine's import tariffs, reform of boththe regime of free economic zones and mechanism of thevalue-added tax (VAT) refund, and investment in a majorupgrade of government capacity for investment and exportpromotion. The report also draws attention to the importanceof the post-WTO accession agenda for Ukraine. To takeadvantage of WTO membership, the Government will need toundertake significant institutional reforms to implement WTOregulatory rules in ways that facilitate integration intothe world economy and provide benefits to private sector participants.
