This report reviews the tools andmechanisms which could contribute to offsetting the negativeeffects of the current crisis on primary school outcomes inMadagascar. In a context of rapid deterioration of keyeducation indicators, including enrollment and survival, keyeducation stakeholders are faced with the challenging taskof identifying tools and mechanisms that may contribute torapidly restoring access to education. While a variety ofprograms have been implemented in the past, limited evidenceexists on their potential impact on key factors influencingschool outcomes. In addition, given the limited domestic andinternational resources at the disposal of policy-makers,priorities need to be established that will focus on themost urgent and important aspects of the current situation.This report aims at providing key stakeholders in the sectorwith information on existing tools and mechanisms that couldpotentially be used to put a halt to the rapid decline ofthe sectors. The analysis also identifies interventions witha strong potential to offset the effects of the crisis overthe short and medium term.
