【 摘 要 】

This book chronicles the anticorruptionreforms that have transformed public service in Georgiasince the Rose Revolution in late 2003. The focus is on the'how' behind successful reforms of selected publicservices. This book tries to answer some of these questions.It is based largely on data and informed by interviews withpast and current high-ranking government officials whoprovide insights from within government on the challengesand solutions, the decisions, and the trade-offs considered.This book does not assess Georgia's overall reformssince the rose revolution. It does not address effortstoward democratization, which were a key part of the roserevolution. The book focuses on how the state was able toroot out corruption and eliminate red tape in selectedpublic services. It does not analyze areas in whichgovernment efforts are still continuing or may have fallenshort. Nor does it suggest any causality betweenanticorruption reforms and growth or social outcomes. Fromthe case studies on each of these efforts, the bookidentifies a set of common factors that led to the successof the reforms.
