【 摘 要 】

The report opens with a briefdescription of the conceptual framework that guided theanalysis as well as the data used. The next chapter presentsthe analysis of changes in household behavior andeducational outcomes related to the implementation of thereforms, at both the primary and secondary levels. Thedescriptive nature of this analysis does not allow forinferences regarding the effects of the reforms onenrollment and demand for education. The following chapterpresents the results of an econometric impact analysis ofthe reforms to quantify the magnitude of the effects onenrollment. In considering priorities for the future, theGovernment is paying increasing attention to the impact ofthe investments in education on growth, jobs, and povertyreduction, as measured by increased earnings fromemployment, and particularly by improving opportunities forthe labor force to move to higher productivity activitiesand livelihoods. The next chapter presents the results onthe changing structure of employment in Mozambique between2003 and 2008, the impacts of education on employmentopportunities, and the implications of these changes foreducation policy. The final chapter integrates the educationand labor force analyses and provides strategicrecommendations as Mozambique continues to improveeducational outcomes, particularly for those populationgroups that have had the most difficulty entering andremaining in school.
