【 摘 要 】

This report is based on two case studiescarried out in Brazil and India on the impact of variousstrategies to reduce the cost of trade for small-scaleproducers. Small scale producers especially those located inlagging regions in developing countries lack easy access toefficient logistics services. They are faced with longdistances from both domestic and international markets.Unless the enterprises are able to consolidate trafficvolumes they can be excluded from international supplychains. However, the process of consolidation is not withoutcost nor does it occur on its own accord. It is typicallyhandled by outside parties in the form of intermediaries.The study was designed around the horizontal relationshipsbetween the small scale producers and their verticalconnections to higher tier parties involved in the samesupply chain. It analyzes the cooperative approach tolinking producers, the role of itinerant traders, and anewer and innovative approach to the same problem throughvirtual integration of farmers using modern informationcommunication technologies. These approaches were exploredby studying two separate supply chains, sisal in Brazil andsoybean in India, enabling the assessment of logisticspatterns from the farm gate to onboard vessel at the exportgateway. The assessment of logistics performance at thesub-national level is still evolving. The more widely useddensity-type indicators emphasize the infrastructuredimension of logistics but do not handle effectively therelationships and service quality attributes identified bythe study. A model built around spatial and social networksis proposed to represent the horizontal and verticalattributes of logistics in lagging regions.
