【 摘 要 】

Sub-Saharan African countries areincreasingly recognizing the contribution of post basiceducation to economic growth and social development.However, policy makers in many poor countries struggle tobalance expansion and upgrading of post-basic educationreform against competing development priorities. They mustconsider how and sometimes whether, to fund post-basiceducation in the face of demographic growth, limited publicresources, and political and social imperatives. In its newpoverty reduction and growth strategy, the Madagascar ActionPlan (MAP), the Government of Madagascar made thetransformation of its education system one of the keypillars of its development agenda. An important decision wasthe reform of basic education, covering primary and juniorsecondary education, including extension of the basiceducation cycle to 10 years. The Government's newEducation for All (EFA) plan provides the policy frameworkand operational strategies for basic education, coveringchanges to curricula and learning materials, teachingmethods and student assessment. The EFA plan was endorsed bydonors and the reform of basic education launched in2008.The main purpose of this report is to provideanalytical inputs for the development of post-basiceducation reforms. Specifically, the report identifies andprioritizes: (i) the need for change in the structure,content and delivery of Madagascar's post-basiceducation and training system, and (ii) the key reforms infinancing, governance and sub-sector management required tosupport changes to the structure, content and delivery ofthe post-basic system.
