【 摘 要 】
This volume provides an overview of arange of tools for measuring service delivery and offersvaluable lessons on the opportunities and constraintspractitioners face in measuring performance. The authorsinvestigate country cases using data from a range of sourcesin a variety of contexts. Their experiences yield importantinsights on how to avoid pitfalls, what practices toimprove, and how to learn the most from the data at hand.Taken together, those lessons represent an important step instrengthening accountability and governance so as to enhanceservice delivery. Empirical investigations of therelationship between particular characteristics of thepublic provisioning of goods and services at the local leveland the characteristics of the localities receiving thesegoods and services may help us understand the impact ofpolicy and learn to design more effective publicinterventions. Monitoring data are an integral part of theprocess of learning about the performance of any socialprogram. Many impact evaluations of social programs assumethat the interventions occur at specified launch dates andproduce equal and constant changes in conditions amongeligible beneficiary groups.
